Februar 2020 tritt die neue Regelung f\u00fcr unbemannte Luftfahrzeuge in Serbien in Kraft (&#8222;Amtsblatt der RS&#8220;, Nr. 1\/2020). Diese Verordnung bringt wichtige Neuerungen bez\u00fcglich der Einstufung, Registrierung und Nutzung von Drohnen mit sich.<\/p><h3><strong>Einstufung von unbemannten Luftfahrzeugen<\/strong><\/h3><p>Die Verordnung teilt unbemannte Luftfahrzeuge in folgende Kategorien ein:<\/p><ol><li><strong>Kategorie 1<\/strong>: Drohnen mit einer maximalen Startmasse von weniger als 0,9 kg.<\/li><li><strong>Kategorie 2<\/strong>: Drohnen mit einer Startmasse von 0,9 kg bis unter 4 kg.<\/li><li><strong>Kategorie 3<\/strong>: Drohnen mit einer Startmasse von 4 kg bis unter 25 kg.<\/li><li><strong>Kategorie 4<\/strong>: Drohnen mit einer Startmasse von 25 kg bis 150 kg.<\/li><\/ol><h3><strong>Pflicht zur Registrierung<\/strong><\/h3><p>Die Eintragung in das Luftfahrzeugregister der Direktion f\u00fcr Zivilluftfahrt ist f\u00fcr folgende Drohnen erforderlich:<\/p><ul><li><strong>Kategorien 3 und 4<\/strong>: Grunds\u00e4tzlich registrierungspflichtig.<\/li><li><strong>Kategorien 1 und 2<\/strong>: Registrierungspflicht besteht unter bestimmten Bedingungen:<ul><li>Fl\u00fcge in H\u00f6hen \u00fcber 100 m.<\/li><li>Fl\u00fcge in der N\u00e4he von Flugh\u00e4fen oder Menschen.<\/li><li>Fl\u00fcge in einer horizontalen Entfernung von mehr als 500 m.<\/li><li>\u00dcberfl\u00fcge von Menschenmengen oder in Sperrzonen.<\/li><li>Nachtfl\u00fcge oder Fl\u00fcge mit dem Transport von Gegenst\u00e4nden.<\/li><\/ul><\/li><\/ul><h3><strong>Flugh\u00f6hen und Entfernungsbeschr\u00e4nkungen<\/strong><\/h3><ul><li><strong>Maximale Flugh\u00f6he<\/strong>: 100 m \u00fcber dem Boden. H\u00f6here Fl\u00fcge sind nur mit Genehmigung der Direktion m\u00f6glich.<\/li><li><strong>Maximale horizontale Entfernung<\/strong>: 500 m vom Betreiber. Auch hier sind Ausnahmen mit Genehmigung m\u00f6glich.<\/li><\/ul><h3><strong>Voraussetzungen f\u00fcr unbemannte Luftfahrzeugf\u00fchrer<\/strong><\/h3><p>Ein Drohnenf\u00fchrer muss folgende Anforderungen erf\u00fcllen:<\/p><ul><li><strong>Alter<\/strong>: Mindestens 18 Jahre.<\/li><li><strong>Gesundheitszustand<\/strong>: Medizinische Tauglichkeit ist erforderlich.<\/li><li><strong>Eignungspr\u00fcfung<\/strong>: Nachweis der Kenntnisse f\u00fcr den sicheren Betrieb der Drohne.<\/li><\/ul><p><strong>Ausnahme f\u00fcr Kategorie 1<\/strong>:<br \/>Minderj\u00e4hrige ab 15 Jahren d\u00fcrfen Drohnen der Kategorie 1 betreiben, sofern keine Luftraumzuteilung oder Genehmigung notwendig ist. Kinder unter 15 Jahren ben\u00f6tigen die Aufsicht eines Erwachsenen.<\/p><h3><strong>Regelungen f\u00fcr ausl\u00e4ndische Drohnenbetreiber<\/strong><\/h3><p>Auch Ausl\u00e4nder d\u00fcrfen Drohnen in Serbien betreiben.
